So here's the official answer (as given to me by the lovely people at Discover): they print their address labels ahead of time, usually 2 or 3 months in advance. So rather than print the new labels and replace the old ones, they just assume that you will get mail forwarding and don't bother to replace the labels. They just wait until the next set of labels need to be printed to start with the new address.
